You can apply for your provisional licence 2 months before your 17th birthday. From the Post Office, ask for a 'D1' (application for a licence) and a 'D750' (application for a photocard licence) form to enable you to apply for your provisional licence (or ring DVLA: 0870 240 0009). It usually takes 15 working days from the date of receipt of your form at DVLA until your licence arrives. Your first  driving licence costs £38.
